The fatal collision occurred at about 5pm on Thursday (July 23) on the Heroines Monument–Pa Khlok Road (Route 4027), opposite the 7-Eleven in Moo 1, Srisoonthorn.
Police identified the deceased as Leonid Yurovskiy, 41, a Russian national.
The driver of the black Ford involved in the collision was identified as Thanet Navalong, who currently serves as the Provincial Clerk of Phuket (Senior Administrative Officer) under the Department of Provincial Administration at Phuket Provincial Hall.
Mr Thanet previously served as a district Palad in Thap Put, Phang Nga, and contested the 2023 general election as the Pheu Thai Party candidate for Phang Nga Constituency 2.
Thalang Police investigating officer Pol Lt Anusasan Klin Khiao responded to the scene after receiving a report from the station’s radio centre.
According to the initial police investigation, Mr Thanet was driving along the road when his vehicle struck Mr Yurovskiy as he was crossing the road from the side opposite the convenience store.
Emergency responders transported the injured tourist to Thalang Hospital, where he later succumbed to his injuries at 8:07pm.
Investigators, together with a medical examiner, conducted a post-mortem examination, while officers documented the scene with photographs and a preliminary sketch.
Police are continuing their investigation and are reviewing CCTV footage from the area. The vehicle involved has also been referred for forensic examination as part of the ongoing inquiry.
No charges had been announced at the time of reporting.
