Phuket confirms full coverage in disaster alert test

PHUKET: Phuket officials have confirmed that Thailand’s nationwide test of the Cell Broadcast emergency alert system yesterday (Jan 20) successfully delivered simultaneous alerts across the province, including both land-based areas and surrounding maritime zones.

Phuket Vice Governor Teeraphong Chuaychu presided over a briefing at Phuket Provincial Hall, where provincial officials joined the nationwide test conducted by the Department of Disaster Prevention and Mitigation (DDPM).

The test was linked online to the DDPM and formed part of Thailand’s first full-scale nationwide trial of the mobile phone-based emergency alert system.

According to officials, mobile phone users across all networks on the island received the emergency alert message clearly and at the same time, demonstrating the system’s ability to rapidly disseminate critical information to the public.

Thai Maritime Enforcement Command Region 3 (Thai MECC 3) confirmed that boat operators within Phuket’s coastal waters also received the alert in full, confirming effective coverage at sea as well as on land.

Vice Governor Teeraphong said the successful test marked a significant step forward in strengthening Phuket’s emergency communication readiness, particularly given the province’s role as a major international tourism destination.

“The Cell Broadcast system is designed to provide residents and tourists with accurate, timely and simultaneous emergency information across all areas,” he said. “The results of this test will be used to further improve and refine the system so that it is as comprehensive and effective as possible.”

Provincial officials will now compile a summary of the test results in coordination with relevant agencies, including mobile network operators, with the aim of enhancing system performance and preparedness for future emergencies, said an official report of the Provincial Hall meeting yesterday.

The confirmation follows earlier reassurances from authorities urging the public not to panic during the 2pm alert, which was part of the DDPM’s first nationwide Cell Broadcast trial across all 76 provinces and Bangkok.

The alert, sent automatically to compatible mobile phones, carried the message: “This is a message from the Department of Disaster Prevention and Mitigation (DDPM), not a real situation. No action required. DDPM”.

The DDPM has previously explained that the Cell Broadcast system allows alerts to be delivered instantly and simultaneously to all compatible devices in a target area, without relying on mobile data or internet connections. Messages can also override silent or locked phone settings and support multiple languages.

The successful test has helped build confidence in Phuket’s emergency warning capabilities and will contribute to long-term safety assurance for both residents and visitors, said the official report of the meeting.

The system will continue to be developed in collaboration with national agencies to ensure maximum effectiveness in future disaster or emergency situations, the report added.
