Patong Police were informed of the accident, on Phisit Korani Rd, near the the Wang Khi Aon Waterfall in Baan Mon, at 1:07am.
Officers arrived to find a black-red Honda Zoomer-X registered in Rayong on the road. Nearby was Myanmar national Thet Mon HL Yan, 25, seriously injured,
Kusoldharm Foundation rescue workers administered CPR at the scene then rushed him to Patong Hospital, where he was pronounced dead.
A Phuket-registered Yamaha MT-07, powered by a 689cc engine, was lying on top of the blue Honda motorbike.
The driver was identified by his passport as a 20-year-old Israeli national Ahmad Abu Shaab, police confirmed.
Mr Abu Shaab was also taken to Patong Hospital for treatment of his injuries.
Police are continuing their investigation.
