Chalong Police arrived to the crash scene around 4.45am this morning (December 29), outside Rawai Temple.
From initial investigations, police said Ukrainian woman, Alla Malyshenko, 27, had visited a 7-Eleven store then drove her car away and made a "sudden U-turn while Mr Wacquez was driving at high speed".
Mr Wacquez smashed into her car and died instantly.
Ms Malyshenko's car hit the temple wall when she swerved in an attempt to avoid the motorbike.
Police are continuing with the investigation.
