The action was carried out jointly by officers from Phuket Immigration and Chalong Police following complaints and social media reports about the man’s behaviour.

According to immigration officials, the case followed directives from senior Immigration Bureau officers to take action against foreign nationals whose behaviour negatively affects Thailand’s tourism image and public order.

Authorities identified the man only as ‘Raphael’, 39, an Austrian national, withholding his surname. Investigators said social media posts alleged he had been driving recklessly in Rawai, blocking traffic lanes, begging for money and harassing local residents while intoxicated.

Immigration police said Raphael had entered Thailand legally and later applied for a student visa to study Thai language and culture.

However, officers said his conduct involved repeatedly consuming alcohol or intoxicating substances to the point of losing control and causing disturbances in public. Police added that although he had previously received a warning and minor punishment, he allegedly reoffended within a short period and showed no remorse.

Authorities deemed the behaviour harmful to public order and damaging to Phuket’s tourism reputation.

As a result, Phuket Immigration revoked his permission to stay in Thailand and initiated deportation proceedings under Section 54 of the Immigration Act B.E. 2522 (1979).

In a statement, Phuket Immigration reiterated that Thailand welcomes tourists from around the world, but warned that foreigners who violate the law, behave inappropriately or create public disturbances will face legal action and possible deportation.
