Investigators believe the man attempted to strike again on Saturday night (January 31), targeting an elderly deaf woman.
Alarmed by the man's apparent willingness to attack his victims despite the sizeable police operation under way to catch him, police are also stepping up measures to protect elderly people who they think might be at risk.
The 24-hour headquarters, at the Central Police Training Division in Nakhon Pathom's Phutthamonthon district, will receive tip-offs from the public. It is led by assistant national police chief Pol Lt Gen Sophon Phisutthiwong.
As the hunt gathers pace, Nakhon Chaisi, Sam Phran and Phutthamonthon stations have been instructed to install alarms in more than 154 canal-side houses where elderly women live.
Police are also checking house registration records to see exactly how many elderly women live in the area so patrols can be mounted. They are also checking waterways the rapist could use as escape routes.
Meanwhile, Nakhon Chaisi police yesterday inspected a canal-side house in tambon Bang Krabao after obtaining information the suspect attempted to break into the house where a deaf elderly woman was left alone on Saturday. Police cordoned off the house and managed to find what they believe could be the suspect's bicycle, left at Wat Klang Bang Kaew near a canal.
Police believe the suspect escaped by crossing the canal before the police could get to him.
A police investigator said the offender must be familiar with farmland and canal geography in the area. The attacks were well-planned.
He might have worked as a gardener in the area, which enabled hm to keep an eye on prospective victims.
"The suspect is sure of what he is doing as he repeatedly manages to get away after committing his crimes. He is skillful with electrical work and housebreaking. Also, he appears to know how to hide himself well during the day and night," police said.
DNA samples collected from 11 men do not match those found on the victims, police said. The men were called in to give samples after news of the rapist's crime spree broke at the end of last year.
DNA evidence has confirmed the 12 elderly women were sexually attacked by the same person.
The serial rapist has been on his rampage since 2011 in Nakhon Pathom, Samut Sakhon and Sumut Songkhram provinces. Two of the victims were murdered.
