Neither side was able to gain the advantage after that, despite multiple chances on both goals well into four minutes of injury time.
Having already secured their 2015 division title, Police United's point tally is now 76, 20 more than the current 2nd placed team BBCU.
Phuket are level with 14th-placed Krabi FC, each with 39 points, though the latter has a superior goal difference, -7 to Phuket's -23.
The next team up the ladder from the Andaman Sides, 13th placed Songkhla FC have 41 points, two more than its Southern rivals, all hoping to steer clear from relegation zone in the final five matches of the season.
The 15th to 20th placed teams will be relegated.
Phuket now return home to host 16th-placed Pichit FC on Wednesday, November 25, in what will surely be a tense and exciting full-moon relegation battle to mark the Loy Kratong holiday.
