Police said Mr Smits suffered severe head injuries as well as injuries to his right leg.
He was initially taken to Patong Hospital but has now been transferred to Vachira Hospital, where he is currently being treated.
Police say Mr Smits may have jumped because he was stressed or worried, and he may have been drunk at the time.
