The apartment building’s owner Kulap Somjai, aged 61, reported the incident to police after she saw a stranger walk into the ground floor area around 10pm on July 2.
CCTV footage shows the man, aged between 25 and 35, enter the room smoking, and then taking the underwear from the clothes line. He spent about 30 minutes onsite in total.
Police are continuing to investigate.
