Senior Bang Rak cop moved over promotion kickback demand

BANGKOK: A senior officer at Bang Rak police station in Bangkok has been moved to an inactive post over an alleged demand for a large payment in return for arranging a promotion – a promise he did not keep.

Capt Chaninthat Ratchinotrai, 38, deputy crime suppression chief at Bang Rak police station, has been moved to the operations centre at the Metropolitan Police Bureau’s (MPB) division 6.

The transfer, signed yesterday (July 13) by Maj Gen Songpol Wattanachai, chief of division 6, followed a complaint by Capt Charnchai Yensuk, deputy traffic police chief at Nimit Mai police station, that Capt Chaninthat had demanded B700,000 from him in return for helping him get promotion to station chief, Thai media reported on Tuesday (July 12).

Capt Charnchai, 39, arranged for his wife to deliver the money to Capt Chaninthat at a petrol station in Phaya Thai area on June 8.

When the police transfer list was announced, Capt Charnchai did not get the promotion he was promised. 

The deputy traffic police chief had asked for his money back, but the accused officer kept putting him off. An angry Capt Charnchai and his wife then filed a complaint with Bang Sue police.

Capt Chaninthat went to Bang Sue police station to return the B700,000 to the couple on July 5. 

Lt Gen Sanit Mahathavorn, acting MPB chief, ordered an inquiry into the alleged kickback demand upon learning of it.

Two questions. 
1. if the "promotion" had been granted, would it have all been "OK." 
2. will the officer, who paid the bribe, also be sent to an inactive post, after all, both offering, and accepting, a bribe, are illegal.
