Billionaire ‘zero-dollar’ family jailed

BANGKOK: The Criminal Court yesterday (Sept 13) approved the detention for 12 days of a Bangkok mother and son accused of running illegal and highly lucrative “zero-dollar” tours for Chinese visitors.

Nisa Rojrungrangsi, 61-year-old managing director of Royal Paradise Co, will be detained at the Central Women Correctional Institution while her son Wasurat, the 26-year-old managing director of OA Transport Co, was taken to Bangkok Remand Prison.

The pair were detained yesterday morning for questioning at the Phaya Thai police station in Bangkok.

Police said yesterday evening that they would be held for at least the 12-day interrogation period authorised by the court.

Police will have to release the pair or produce them in court by Sept 24 to request further detention if they wish to extend interrogation.

They were officially charged with operating illegal tour services, damaging national tourism, and laundering money. Both denied all charges.

Police then took them to the Criminal Court on Ratchadaphisek Rd to request they be denied bail to facilitate further investigation. Detectives plan to interrogate at least 40 witnesses and to trace the firms’ financial transactions and money trails.

Relatives asked for their release and offered to pay bail of B2 million each. The court ruled they should be detained to prevent flight and witness tampering.

The Anti-Money Laundering Office last week ordered the seizure of assets from the pair’s companies worth about B10 billion, including some 2,000 tour buses. Authorities said they operated the country’s biggest zero-dollar tour network.

The zero-dollar tours enable Chinese tourists to pre-pay all costs of a vacation in Thailand, including hotels, meals and tours with the Thai companies.

According to police, these tours contained a major catch. Tourists were provided “free” tours, which included mandatory stops at carefully selected shops selling over-priced jewellery, leather bags, silk goods, snake-based medicine and other souvenirs.

The tour operators, their drivers and guides allegedly received kickbacks from the chosen shops.

Police also claim the zero-dollar tours put pressure on other shops not to sell similar products.

The arrested pair reportedly became billionaires while running the tours.

Ed...gonna be pretty hard when the order came from the PM himself and the involvement of a number of anti-corruption agencies. We're talking about  millions of baht in confiscated goods and disruption of the economy not underage sex or piddly possession of drugs.

Well, I'm sure the 12 day holding should be sufficient time for the criminal Mom and son team to gather up millions of baht for redistribution among the Thai officials and police brass.  I'm sure there are also lots of wealthy cronies that are already delivering their brown envelopes for a favored status at the bus auction.  Nobody has any faith that anything positive comes out of these events, unless you are connected to the top players in the game.

In Europe one can book and pay(!) an all in package for Thailand, contents Flights, hotels, transfers airport<-->hotels, also can facultative book thai tours in advance ( cheaper than booking after arriving in Thailand), and together with your flight tickets you receive thai hotels, transfers- and thai tours vouchers from travel agent in your European city before departure to Thailand.

Is this European practice different from the way the Chinese tourists book in China their holidays for Thailand?

To me it is a puzzle how a more than B10 billion worth company with more than 2000 busses can be build up illegally.

To establish such a enterprise/firm take years of hard work.
For every single move you need Thai papers-papers-papers, from Land office, Transport bureaus. Treasure & tax Departments.Etcetera. 
Licenses for thai this and thats.

There are no 'blind eyes' in Thaland when you are building up a successful enterprise. 
'Thai blind eyes' only there when the eye lids are closed by kick backs.

How on earth could this firm so called be-/operating illegal for so many years?

Can become a interesting Court case when this 'zero dollar' firm starts to produce many official licenses/documents of Government bodies.

The same counts, of course, in case the Firm can not produce.
